TfL / Bailiffs- Agreed Schedule of Fees (September 2004) (Congestion Charge)
Below you will see that we have provided you with a copy of the charges that the bailiff is allowed by law to make when pursuing you for non payment of a congestion charge by bailiffs representing Transport for London.
We believe that the fee scale should be know to everyone and we are pleased that this point has been confirmed in a recent report by The House of Commons Transport Committee on Parking Policy and Enforcement dated 14th June 2006, which states:

About the following Fees:
Note: Please note that the most common area of dispute concerns the bailiff’s fees for Attend to Levy Fees. For TfL this fee is very simple to calculate. As the debt would be for Congestion Charging which is over £100, the fee would be 28% up to £200 for a first visit with the second visit attracting the 5.5% additional fee. An example of how much you should pay is below
Original Parking Ticket: £100
If paid within the discounted period of 14 days: £50.
If unpaid, original debt of £100 increases by 50% to: £150
Court Fee: £5
Warrant of Execution amount: Total £155
The amount of £155 is passed to the bailiff to collect.
If you pay on receipt of a first letter you should pay: £168.16
If you pay when a first visit is made you should pay: £222.84
